28 April, Chengdu - The United Nations Development Programme (UNDP) today unveiled the latest addition to its global innovation network –––– the SDG Innovation Lab –––– during its inaugural Re:Think Conference for Innovation and Sustainable Development event in Chengdu. As UNDP’s first Innovation Lab for SDGs in China, the SPARK Lab will harness science, technology and innovative finance to take on the evolving development challenges of the 21st century.The Re:Think Conference was jointly hosted by UNDP and the Chengdu Hi Tech District government, with support from the China International Center for Economic and Technical Exchanges (CICETE) under the Ministry of Commerce. In a moment when digitalization is redefining sustainable development, stakeholders came together to rethink the future of global development. Speakers across public and private sectors, both international and domestic, shared innovative ideas, exchanged experiences, discussed challenges and forged new partnerships.“Technological innovation can help in the transition to a greener, more inclusive “new normal”, said Beate Trankmann, UNDP Resident Representative in China. “At the same time, it also has the potential to exacerbate existing divides between countries, communities and individuals. To create a sustainable future, we must balance innovation with inclusion.”From finance and education to the emergence of new jobs and business models, technology is reshaping life in all its aspects. With the aim of ushering in new pathways for international development cooperation in the digital era, discussions at the Re:Think Conference centered around digital finance and technology for sustainable development.Yet achieving the Sustainable Development Goals (SDGs) by 2030 requires an enormous amount of funding. Before the pandemic, the annual financing gap to achieve the SDGs was estimated at US$ 5 -7 trillion. To bridge this gap in financing requires both public and private capital.“One of the great paradoxes we have today is that we have more than $17 trillion of institutional investment capital,” said Leslie Maasdorp, Vice President and Chief Financial Officer of the New Development Bank (NDB). “There is, therefore, an opportunity to mobilize just a portion of those funds into, for example, the infrastructure, that can have a very positive impact in terms of the development agenda.”Panelists of the event’s digital finance session examined new business models and industry transformations that have arisen, what the future of work may look like for businesses and for individuals. They also discussed the role of SMEs in this digital transformation to help build resilience among the population – providing them a digital buffer to future shocks. A strong digital economy can be turned into further opportunities for business, while also aiding recovery and beyond.“The possibilities are endless,” said Judith Karl, Former Executive Secretary of the United Nations Capital Development Fund (UNCDF). “We are already witnessing immediate gains, lower costs due to mobile delivery systems, more efficient financial services, gains in financial inclusion and new business models, many of which are linked to the SDGs.”In the Tech4SDGs session, representatives from leading tech companies shared examples of how they are leveraging technology for SDG advancement, and discussed present and emerging challenges of the digital era, such as the role of artificial intelligence in the future of work. The Digital Resilience Panel facilitated dialogue on ways to ensure that the digital transformation is inclusive and does not increase existing or emerging divides.“We're advocating for a whole-of-society digital transformation,” said Robert Opp, Chief Digital Officer of UNDP in his keynote address. “We need to step back and ensure that all parts of society are included.”Anne Marie Engtoft Larsen, Tech Ambassador of Denmark, emphasized the importance of digital access. “With the rapid development of technology, there are still marginalized communities that struggle to join the digital economy,” said Engtoft Larsen. “In its most basic sense, digital inequality has two major components: one is the access to the digital economy for which you need connectivity and adequate tools, and two, is having the necessary skills to benefit from this access."To tackle today's complex social and environmental challenges requires finding the most relevant and effective solutions that work locally. The SPARK Lab in Chengdu, officially launched during the event, will join UNDP’s global innovation network –––– the largest learning network in the world for sustainable development. The Lab will accelerate the testing and scaling of solutions to better confront development challenges within China and around the world through the research and piloting of innovative models on the ground.

First UNDP Innovation Lab for SDGs in China “SPARKs” Sustainable Future

17 November, Beijing – Global youth from 14 teams put forward innovative AI solutions for advancing the Sustainable Development Goals on Tuesday at the online final competition of U&amp;AI Camp, an international youth bootcamp.Launched in June this year by Tsinghua University, with UNDP as the international supporting partner, the bootcamp reached its climax at Tuesday’s finals, where teams, over the course of two hours, presented their AI-based proposals to address global challenges such as gender equality, food-waste reduction, biodiversity protection, and climate change.The bootcamp attracted over 1,300 youths from more than 50 countries around the globe, across the continents of Eurasia, America, Africa, and Oceania.“I am delighted to see that the bootcamp has brought together teams made up of different nationalities, cultures, religions to work on solutions to some of the world’s biggest problems,” said Beate Trankmann, UNDP Resident Representative in China. &nbsp;Yang Bin, Vice President of Tsinghua University commended the young generation’s involvement in AI. “Today’s youth are standing at the forefront of the future of AI development, and they are the torchbearers for advancing progress towards the sustainable development goals with AI,” he said.In the final competition, a team called “WeReco” won first place. The team introduced their design of an e-commerce mobile app platform that directs users to recyclable, degradable, reusable and eco-friendly products, thereby promoting responsible production and sustainable consumption activities.The runner-up, Aket, provided a digital solution to the food waste problem. Their self-designed WeChat mini app, Taojia, can link suppliers with food near its expiration date with individual consumers in the vicinity.Coming in third was AI Care, an undergraduate student team with a proposal to improve elderly health by long-term behaviour monitoring enabled by real-time analysis using computer-vision.In addition to the overall winners, two special awards were also given out. The &nbsp;“Most Innovative Award” went to the team Lumos that proposed a smart video editing platform for the visually impaired, while the “Global Collaboration Award” was awarded to Dawn of Future, a team with members from Pakistan, China, Germany, and Bangladesh.Prior to the finals, the 14 teams went through a five-month period of training sessions, competition rounds and assessment, led by top thinkers and practitioners from the academia, tech industry and international organisations.All teams of participants received 29 masterclasses covering how AI could be used for the benefit of sustainable development, as well as regular guidance from their professional facilitators, before choosing one among eight competition tracks to develop their proposals.Xue Lan, Dean of Institute for AI International Governance of Tsinghua University who also served as chair of the judge panel consisting of leading AI and development experts, said he was “very pleased to see so many outstanding next-generation leaders pooling their ideas and working together to develop innovative solutions that leverage AI for the SDGs.”The U&amp;AI Camp’s winning teams will have the opportunity to present their proposals at the Tsinghua University International AI Cooperation and Governance Forum 2021, which will be held from December 4 to 5.

13 December - Re:Think 2021, a UNDP-led conference was held today in parallel in the cities of Beijing and Chengdu to spark ideas and galvanize actions to unleash the potential of cities in pursuit of a net-zero future.Re:Think 2021 was hosted by the United Nations Development Programme (UNDP) and the Management Committee of Chengdu High-tech Zone, supported by the China International Center for Economic and Technological Exchanges (CICETE) under the Ministry of Commerce, and the Institute for Sustainable Development Goals of Tsinghua University as an academic partner. This is the second Re:Think conference, an annual multi-stakeholder innovation event initiated by UNDP’s SPARK SDG innovation Lab in Chengdu. &nbsp;“Decarbonizing cities is critical. With&nbsp;70%&nbsp;of emissions coming from cities, they will determine whether we realize a low-carbon future, and mend our relationship with the planet”, said Beate Trankmann, UNDP Resident Representative in China in her opening remarks.&nbsp;“Following the COP26 climate summit,&nbsp;accelerated action is&nbsp;needed in order to keep global warming within 1.5°C by the end of the century. Ensuring that cities are low-carbon will be critical for countries around the world to meet climate commitments, including in China where the government has set ambitious targets of carbon peaking&nbsp;before&nbsp;2030 and carbon neutrality by 2060,” she added.Re:Think 2021 was themed “Innovative Pathways Towards Net-zero Cities”, designed as a platform for policy makers, the business community, and academia to come together and discuss innovation in policy, technologies, and financing that can catalyzes climate actions, as well as the leading role that hi-tech industrial zones and enterprises within them can play in developing and piloting low-carbon solutions.During his keynote speech, Liu Yanhua, former minister of science and technology, noted that 6 provinces, 81 cities, and 52 industrial zones have been&nbsp;designated&nbsp;as low-carbon pilot zones in China. “This is a systematic&nbsp;approach that&nbsp;requires interactions between the government, private sector and society, as well as transformation in manufacturing and lifestyles,” said Liu.&nbsp; He also highlighted the value of global cooperation between countries and cities highlighting specific areas for collaboration to build on the momentum from COP26 including low-carbon design in industrial development and the utilization of low-energy resources.George Ronald Gray, Chief Economist, and Head of the Strategic Policy Engagement Unit at UNDP emphasized the importance of continuing to raise ambition levels following COP26. “The bigger ambition reflected in carbon neutral pledges will need to be matched with equal ambition in implementation,” stated Gray.“Cities are battlefronts for climate action and green growth,” he added. “It is great to see coalitions emerging, and a lot of innovative thinking on what the cities of the future look like and how we build partnerships on the ground to get there.”Sir Danny Alexander, Vice President at the Asian Infrastructure Investment Bank also highlighted the importance of following-through on updated climate pledges. “Operationalizing these commitments requires laws, regulations, policies, action plans, and investment opportunities that need to be created,” stated Alexander. He added that, “High-level leadership is key towards effectively financing climate and development objectives and managing co-benefits and trade-offs, and China has shown considerable leadership in this regard.”The first panel of the conference looked at the role of local governments in decarbonization and scaling-up green technologies. In particular, leading corporate executives and researchers of emerging technologies discussed how cities can support the private sector and hi tech zones to reduce emissions and accelerate a low-carbon transition. Recommendations included leveraging green technologies and building long-term mechanisms to encourage decarbonization through tax incentives, financial support, and other policy innovations.In her keynote in the afternoon, Fabienne Michaux, Director of UNDP SDG Impact Initiative, recognized the importance of integrating the SDGs into decision-making at all levels, both in government and enterprises. “Better transparency &amp; reporting is necessary and important, but just one piece of the puzzle – on its own it’s insufficient to achieve the change we need to see,” Michaux stated.“There must be a shift from thinking about sustainability as an “add-on” to business, to using SDGs strategically to make decisions,” Michaux added. “SDG Impact helps business and investors put sustainability and the core of management decisions and direct capital to where it can make the most difference to people and planet.”The second panel discussion focused on how carbon trading can help to support efforts to achieve net-zero. Top experts and executives of Shanghai, Beijing, and Sichuan carbon exchanges shared lessons learned and discussed the critical role of green finance in China’s green transition. In particular, panelists emphasized the need for action on further strengthening emission trading systems to effectively reduce carbon emissions, as well as how enterprises should adapt and participate in carbon markets to facilitate their own low-carbon transition.During the conference, the second edition of a pioneering baseline study series looking how enterprises in China taking actions to align business strategies and operations with the SDGs was also launched as a joint effort by UNDP, PwC, and China Chamber of International Commerce (CCOIC).Titled Pathway to Net Zero: SDG Practices of Enterprises in China, this year’s edition of the study has a special focus on how China’s recent climate commitments have encouraged companies to pursue low carbon initiatives and reexamine their operations. Following the launch event, researchers and business executives from a variety of sectors came together in a panel to share their practices in integrating SDGs into corporate governance and discuss how they are adapting to the changing policy environment following China’s dual carbon goal.At the same time, the launch ceremony of the INSPIRO Fellowship, was held during a parallel session in Chengdu. The one-year program is bringing together more than fifty outstanding tech entrepreneurs from China and Europe across various industries including biotech, hardware, green tech, and digitalization. During the ceremony, extensive discussions on topics such as cross-border partnership, women in the tech industry, and tech for social good took place among fellows from various cultural backgrounds.The first cohort of INSPIRO will last until September 2022, forming a community to share ideas and spark conversations about business and technology, promote technologies that generate positive social impact, and create opportunities for business partnership between China and Europe in the post-pandemic era.

12月13日，北京、成都——联合国开发计划署Re:Think 2021“城市创新与零碳未来” 会议今日在北京和成都两地成功举办。本次会议聚集了来自政府、国际组织、学界以及企业界的“超级大脑”开展跨界对话与交流，碰撞思维、分享经验。会议旨在打造一场思想盛宴，共同探讨如何通过政策、科技和金融领域的创新，激发城市创新活力，为实现低碳转型，构建“零碳未来”贡献智慧与洞见。Re:Think 2021由联合国开发计划署和成都高新区管委会主办，商务部中国国际经济技术交流中心支持，清华大学全球可持续发展研究院作为学术合作伙伴。会议期间，各国专家解读了国内外气候变化的政策趋势走向，探究了产业零碳化和零碳产业化的发展路径，并强调了加速可持续金融体系建设的必要性。会议重点关注城市对零碳转型的助推作用，以及“科技城市”和“高新区”在城市迈向低碳转型过程中扮演的重要角色。联合国开发计划署驻华代表白雅婷在开幕式致辞中表示：“世界70%的碳排放都来自于城市，所以城市零碳化至关重要，这可以帮助我们构建低碳未来，修复我们与地球的关系”。白雅婷还表示：“《联合国气候变化框架公约》第二十六次缔约方大会（COP26）之后，我们要加速行动，力争在本世纪末将全球升温控制在1.5°C内。城市的低碳转型对于世界各国实现自身气候承诺都非常重要，在其中包括中国提出的‘30-60’双碳目标。”中国科技部前副部长刘燕华在主旨论坛上强调，低碳城市是可持续发展的内生动力和低碳转型的引擎，有巨大的国际合作空间。他表示，中国目前陆续开展了6个低碳省（区）和81个低碳城市，52个低碳工业园区试点。这是一个系统工程，需要政府、企业、社会的互动和生产方式与生活方式的变革。”联合国开发计划署首席经济学家乔治·罗纳德·格雷强调了COP26之后继续提升目标水平的重要性。他表示：“碳中和承诺的雄心壮志也需要反映到实际行动上。 城市是气候行动和绿色增长的前沿阵地。虽然其土地面积仅占全球的2%，城市的能源却占到全球能源消耗总量的78%，垃圾产量占全球的60%. 务实合作和多边主义是赢得零碳比赛的关键。我很高兴看到各国就未来城市的面貌以及相关合作行动进行创造性思考。” &nbsp;格雷先生还表示，“城市是气候行动和绿色增长的前沿阵地。我很高兴看到大家已经汇聚到了一起，激发创新思想，一起为构建未来城市，为加强伙伴关系努力”。亚洲基础设施投资银行政策和战略副行长艾德明爵士也强调了可持续金融的重要性。他表示：“要实现气候目标，我们需要法律、法规、政策和行动计划的支持，同时需要创造相应的投资机会。”艾德明爵士还表示：“高水平的领导力对于为气候行动和发展目标提供有效资金支持以及管理共同权益方面至关重要，而中国已经在这方面展现出了强大的领导力。”“产业零碳化与零碳产业化及政府角色”圆桌论坛关注政府在减碳和推动绿色技术规模化方面发挥的作用。业界领袖以及新兴技术研究人员探讨了城市尤其是高新区是如何支持私营企业在节能减排和加速低碳转型方面发挥作用。他们提议地方政府通过税收激励、财政支持和其他创新政策等措施构建低碳发展的长效机制。可持续金融在低碳转型中发挥关键作用。联合国开发计划署可持续发展目标影响力计划负责人法比安·米肖表示：“我们必须转变观念，不能再把可持续发展当作企业的‘附加条件’，而是要运用战略性思维，将可持续发展目标内化到决策过程中。可持续发展目标能够促使企业和投资者把可持续发展理念融入到管理决策的核心，使资本流向对人类和地球最有益的方向。 ”在“加速健全可持续金融体系与碳交易助力城市低碳转型”圆桌论坛上，来自上海、北京和四川的顶尖碳交易专家和实践者们分享了自身的知识和经验，并探讨了绿色金融支撑中国绿色转型的重要作用。专家们还强调了完善碳交易体系以有效减少排放的重要意义，，并探讨了企业应如何适应并参与到碳交易市场中以促进自身低碳转型。由联合国开发计划署、普华永道和中国国际商会的《2021在华企业与可持续发展基线调研》在会议期间发布，该报告聚焦在华企业落实SDG的总体情况和在探索自身的低碳发展道路中所面临的机遇与挑战。今年报告的题目为《走向零碳：在华企业可持续发展行动》，特别关在华企业如何适应政策环境的变化以及为落实“30-60”双碳目标所采取的具体行动和由此带来的挑战。调研发现，80%以上的受访企业已经认识到双碳政策对企业经营的影响，而超过77%的受访企业表示它们已经开展了低碳转型项目。与此同时，成都会场还平行举办了“INSPIRO中欧杰出创业人才计划”启动仪式。该项目为期一年，将汇聚来自中国及欧洲十余个国家的50名杰出科技创业者，覆盖生物科技、硬件、绿色技术和数字化等多个领域。仪式上，来自多元文化背景的青年们就跨境伙伴关系、技术产业中的女性和技术向善等话题进行了深入探讨。此次人才计划将持续到2022年9月。青年们将通过彼此间的交流、分享与相互启发，为后疫情时代中欧两地的商业交流与合作创造更多可能性，同时推动服务于联合国可持续发展目标、为社会谋福祉的前沿科技产品走向世界。2020年，SPARK联合国开发计划署可持续发展创新实验室（成都）发起了一年一度的Re:Think创新会议，本次会议是该系列活动的第二届。***欲了解更多信息或有采访需求，请联系：UNDP驻华代表处 | 赵越，创新与传播官员 | yue.zhao@undp.org | +86-10-85320797

In 2019, the United Nations Development Programme (UNDP), together with the China International Center for Technical and Economic Exchanges (CICETE) and the Hi-Tech Industrial Development District Government of Chengdu City, launched the UNDP SDG Innovation Lab in Chengdu (SPARK Lab), the first UN-led Innovation Lab for the Sustainable Development Goals (SDGs) in China.
